Union Learning Representative (ULR)

A Union Learning Representative (ULR) specifically focuses on the skills and development of their colleagues. Unlike Workplace Reps, as a ULR, your primary focus is lifelong learning.

Campaign Learning is our drive to recruit new ULRs – Community members who support colleagues access training, build skills, and make learning easier in the workplace.

Key responsibilities of Union Learning Reps (ULRs)

  • Identifying Needs: Surveying and chatting with colleagues to find out what skills they want to develop.
  • Providing Advice: Guiding members toward relevant courses and training, such as those offered through Community Learn.
  • Arranging Training: Working with Community and your employer to organise workshops and learning sessions to upskill colleagues.
  • Fostering a Learning Culture: Ensuring everyone knows that it’s never too late to learn something new.

Your rights as a Union Learning Rep (ULR)

Under the Employment Act 2002, Trade Union and Labour Relations (Consolidation) Act 1992, and the Employment Rights Act 2025, ULRs in the UK have specific legal standings. This includes the right to paid time off to undertake your union duties (if Community is recognised in your workplace), as well as have access to facilities and accommodation to undertake your role, such as a private room or computer.

Why become a Union Learning Rep (ULR)?

There are numerous benefits to becoming a ULR, for yourself, your employer, colleagues and your union. All Community ULRs receive high-quality, accredited training to ensure you are competent in communication, negotiations and project management — skills that are highly transferable and boost your own CV.

Your colleagues will significantly benefit from the training and courses provided as it will improve their confidence, mental health and job security by ensuring they stay up-to-date with industry skills. In addition, your employer will benefit as a competent workforce is a happy workforce.
